I have read some ones comments on a cycle forum saying electric bikes can now only have the pedal asist mode on them and not the twist & go throttle is this true? as i understood as long ast the motor did not make the bike exceed 15mph then it was ok! Not true in the USA; but there have been recent changes in some European countries and Canada -Ontario is finally on board.
US is based on the law called 'HR 727' from 2002, although states and cities can make changes- we are mainly 750watts, 20mph, good pedals, 2 or 3 wheels, throttle based OK.
Canada is 500w and throttles are OK. Australia is 250w I think . England is pedal assist- no throttle. don't know about Japan and Asia.
Europe is having some confusion as some countries have their own laws, but the EU wants some consistency.
Since you are talking about 15mph, this might be a non-North America question.
