Can a paralyzed person lose leg fat?



+++I posted this in the disability section, when I meant to put it in the fitness section. Sorry if you have already seen this question+++

I am paralyzed and I have been told a person cannot lose leg fat because it is "dead weight".

Can I get one of those bikes that attaches to your feet and you have a hand pedal, and when you move the pedal, it moves your legs too.

Will that help or no? Will anything help?

Muscle will atrophy.... will look thinner, not necessarily the loss of fat. Though over time limbs will be thinner... skinnier...
the muscles actually begin to decrease in size which ends up losing fat over a period of time
