What is a good cheap commuter bike?

I've recently decided that I'd like to bike to work. I work about 4 miles from my home, and am wondering if anyone has advice about a decent, affordable commuter bike. Lightweight would also be a plus, since I would like to carry it into my apartment rather than leave it outside for parts to be stolen (even if it's locked, anything not bolted down goes missing in this neighborhood unfortunately). If it helps, I'm female and 5'2, and have no interest in riding competitively.

I bought it at performance bike for under $200 and my one way commute is 27 miles.

i just bought a Felt Cafe 8. very skeptical at first, but i love it.
the "girls" version comes in black cherry or pink, has 8 speeds, very light weight, and comes in 16" or 18".

oh, and it also has a cupholder and bell.

there's a deluxe version as well, but personally the regular version "nailed it" for me.
