i'm leaning toward retroactive interference but it could be proactive interference.

A - No. He learned it, so it was encoded.

B - No. He cannot recall the information

C. and D. - No other evidence was provided that Milton learned anything different, although it can probably be safely assumed that he learned some things within the last year, causing retroactive interference (C.).

E. No. Requires conscious recall.

The best answer seems to be C. Retroactive interference, although I tend to think A has some merits. Ultimately it is a recall failure, probably due to bad encoding or retroactive interference. Go with C.
