Steering lock prob cont...?

It's a new bike this years bought it from china 'flat pack' no major probs putting together except safty switch on kick stand didn't reach but i sorted that. It's a XY125VE Shineray, no instructions (but we knew this) and small booklet very basic, no section on 'if things don't work' It's not been riden yet as still sorting out CBT. Put it's 1st drop was put in today just to check it started. Thanks for everyones help.

Steering locks are no deterrent to even the dimmest thief, once you have released it (and it might require taking a hacksaw to it) don't use it again, get yourself a decent chain and lock and when possible attach it to an immovable object like a lampost.

If you're still asking about the steering lock, try pushing the key in hard, then turn it.
Not sure about your Chinese ride, but some Jap bikes require the lock cylinder to be pressed in before turning the key, to lock/unlock the forks.
Also gently turn the handlebars side to side as you're working the key.
The locking mechanism may be stuck.
