What is the best bicycle lock? Do any come with guarantees?

There are many locks on the market, but after dealing with a few different locks I'd have to say the Kryptonite brand are some of the strongest anywhere. At the shop I worked at, every now and then a parent would bring their kid's bike in with a U-lock around the frame, asking if we could remove it after the kid lost the only key.

Some cheap brands only took a couple good smacks with a hammer, but I remember a Krypto lock that took five of us most of an afternoon to cut through. At least everyone bought a new lock after we were done.

Most U-locks come with a guarantee, but beware! You have to jump through flaming hoops to get them to pay out. Most require that you send a signed copy of the original receipt or get a bike shop to give a written estimate on their shop's stationary, show proof of renter's or homeowner's insurance, register the bike with the local police, and limit their own liability to $1000. If stolen, you must also send them the remaining pieces of the lock before they will even think of honoring your claim.

The other fun thing is that they depreciate your bike's value, and usually only cover what THEY think it's worth and NEVER any aftermarket parts. So if you bought an $800 bike, put a new $300 fork on it, and it gets stolen, it's not worth $1100 to them. They take the value of a "used" bike that they think is similar, and if you're lucky you might get half the value of your bike, mailed in a cashier's check two months later. the u-locks are pretty good like onguard or kryptonite. they have insurance.
to keep your wheels or seat, change out the quick releases and replace with nut & bolt.
One of the best bike lock on the market is the Kryptonite New York Fahgettaboudit - 3'3"

They offer a $3,500 theft protection in the US and Canada with this lock, which I think is the highest.

However, this lock weighs 8.5 lbs and costs close to $100. And if someone REALLY wants your bike, and they have enough time, they can probably still get it.

On Guard makes some locks that look pretty similar, the Beast series and the Mastiff series. Also massively heavy.

If you don't want to shell out the money or carry the heft of the New York Fahgettaboudit, make sure you buy a hardened steel U-Lock (Kryptonite and On Guard are two good brands) with a flat key, not a round key. Avoid cable locks, they are easy to cut. Some u-locks are not hardened steel and can be sawed through quite quickly, or pryed open with a prying tool. Most padlocks are useless and can be broken quite easily, though ones with a very small hole are harder to break that ones that have a hole large enough for a prying tool to be used with.

If you care about your bike, don't go cheap on the lock. The good ones are a bit pricey, but you get what you pay for. Also keep in mind that ALL locks are deterrents only.
