Why are there so many securely locked/chained bicycles that are obviously abandoned?



What's the story behind all these bicycles (sometimes even high-end makes) I see in Chicago and Manhattan that are locked and chained up securely yet rusting from exposure and slowly being stripped of unsecured parts?
It's like, some guy's riding around on his bike, stops, locks up it up, and then disappears.
What happened to the owners of these bikes? Kidnapping? Amnesia? Alien abduction? I need to know...

Okay the high end ones i cant explain but the beaters you see everywhere we got tons in Vancouver too end up that way for this reason it all starts with some dipshit ripping off the front or rear wheel and the person finding out how much the replacement is(usually more than the bike) and leaving it to return to the earth or in some cases to resemble more what it is a piece of crap.
You would like to think they just forgot the combo or lost the key. But if it is a high end bike like you say I'd be looking for the spare key or calling the manufacture for the combo. But then again it could be alien abduction.
It's the same guy doing it. He's leaving them all stashed all over the place in case he ever needs an emergency bike.
