Can this bike lock can be cut with a wire cutter? the lock is hardened steel surrounded by plastic?

Yes but the size to cut that much cable would be pretty obvious carrying around.

Bolt cutters will go right through it.
in a heartbeat so it wouldnt make a difference if they were obvious. a lock only keeps honest people honest.
Bolt cutters will have a little difficulty. Truth is though a battery operated dremil or rotozip with a small diamond tipped blade will fly through that, and the biggest baddest lock you can find in about 10 seconds. The chain is good I have questions about the lock as with a few hits of a hammer it will come apart.
Not saying that I do, but if I want your bike that's not gonna stop me.
