Bicycle U-lock - What is this piece for?

I bought a bicycle U-lock and went to go assemble the holding bracket on my bike but I can't for the life of me understand what to do with some of the parts. I know one of the rings goes around the frame and the other one is there to fit the U-lock into it. The two long screws and nuts hold the bracket to the frame but what the heck are the other pieces for? One is a P-shaped piece of metal with a swivel-mounted screw. Along with that is another nut, and a washer piece. There is only one side with a hole for this piece to fit into but it makes NO SENSE...I tried with every configuration and the piece just doesn't do ANYTHING!. I anyone can explain to me the purpose of this piece, that would save me from this frustration. Thanks in advance...see the link for a pic of the item.

The two bolts that look alike go through the two holes after the bracket is placed on the frame.

The swivel headed bolt is used to secure the lock once you place it in the mount. Tighten the bolt with the swivel parallel to the bolt until there is no play in the bolt and then fold the swivel until it is at a 45 degree angle. It will tighten up and add pressure in order to clamp on the lock and keep it from popping out of the mount if you hit a bump.

EricI believe that the parts you refer to are the quick release assembly to hold the lock in the mount. You flip the release (P-shaped piece of metal -- you call it) one way --tight-- to hold it and the other way to release it.
Ditto what the dude above said;

It's like a tension switch; when you put the U-lock in the holder, it is "open" so that the lock will slide in easily. To keep it from falling out while you ride, the P shaped piece "locks" and tightens the hold down on the U-lock. Think of it like a hinge lock....
Junk ! Return if you can or exchange for Masterlock Ulock . It is much better quality lock for little more money !
