HELP! My 1997 1100 Honda Shadow ACE overheats!!!!!?

On the highway it is ok but stop and go in town it will over heat. I took out the thermostat, flushed the radaitor, use Honda coolent, all coolent lines are clear and not kinked. The pipes have been changed by someone before I had the bike. I like the sound but if the pipes have baffels in them should I remove them? Would that help? Flood lights were added to it and again useing them on the highway is ok but will overheat in town. I live in Florida with a lot of heat and humity and the bike will get so hot in town that during the hot part of summer it is hard for me to ride in poker runs or ride with my wife. Yes the fan works and the thermostat to the fan has been replaced with a new one. Do not even want to think of water pump problems because I would have to pull the moter to work on that. What are the chances of the pump going bad any way?

you may want to install a manual fan switch as well. the honda v65 also has a problem like that. works fine on highway may have heating problems in city driving. - make sure the coolent is a 50-50 mixture . the fan switch may help you for city driving. www.magnaownesoftexas.org has lot of info in the forum section.
The tempature sensor attached to the radiator may not be working properly. It might not be turning on the fan at the right time. Any dents in the radiator fins?
