first off how much money do you have to spend. that makes a big difference on what you can buy. are you going to buy new or used. also how much experience do you have riding bikes. you have to answer these questions before the questions you have listed.

The one thing to remember is that when you put on your helmet you become invisible to every body else on the road- and ride accordingly. Assume they can't see you, if you tangle with a car or truck YOU WILL COME OFF WORSE, and always wear rideing cloths, better the raw hide than your hide.

For a good starter, go with a 500 or 600 cc. Like a yamaha V-Star, they look way cool too!
Stay away from the crotch rockets. Too fast and powerful for new riders. Get a cool cruiser and move up from there.
Cruisers, like my yamaha v-star 650, get between 48 and 55 MPG.
Don't buy new unless your experienced. Buy a good used bike, that way if you dump it, you won't feel so bad. Average cruiser prices for a used V-star is around $2000-$4000.
My bike holds 4.3 gallons. Good for at least 160 miles without a fill up.
Restrictions? These bikes are great for short riders. I'm 5'7" and I can place my feet on the ground flat, no tippy toeing.
Insurance is 100 bucks for 12 months, full coverage.
Check 'em out on e-bay, nice bikes.
Good luck on your choice,

I would say your too young to drive a car let alone a street bike. But if you think you can handle it id say a 600-900 cc used. Go tocraiglist.org and find a used one.

Best starter bike hands down.....Kawasaki Ninja 250Sport.
They are fast enough to ride on the freeway and great fuel milage 50-65 mpg.

New $3400. of new used around $2800.00 w/ 3-4k miles.

Check on insurance for only liability for the cheapest rates. Being under 25 it would be higher if you own on the bike, always pay cash.

Here's a link to a photo of one.
