Perhaps it's Harry Perry, or Dr. Geek. You'll need to be a bit more specific, since there are many people that do it.

On Venice Beach, that could be a few hundred different people that you just described.

If it's the crazy vegetarian guy with all the "McMurder" paraphernalia, that's jingles. Don't go near him. I saw him try to kill a guy once for saying that he liked beef.

If it's the guy on roller blades with the electric guitar and the amp on his back, that's Electric Harry. Nice guy. Been on that boardwalk every day for at least 20 years.

If he was the guy with one arm and no legs, I don't know his name, but keep an eye out. He likes to steal peoples shoes and disappear into the crowd with them.

Otherwise, this could be any one of a couple of thousand people who visit Venice beach every day.
