If there is any risk at all, should it be illegal?

Skydiving.
Skateboarding.
Driving in the rain.
Eating fast foods.
Swimming.
Jogging.
Sex.

There are many who support drug laws, helmet laws, smoking bans, and seat belt laws. (for our own good)

Shouldn't all of the numerous other risky activities, be illegal as well?

Fireworks.
Chainsaws.
Bicycling.
Football.
Boxing.
NASCAR.

People are being severly injured, and killed. Let's stop this carnage.

Yes. Life is risky. Lock everybody up for their own good.
Yes, just stay in bed.
Honestly, if you compare the number of deaths between those other activities you listed (anywhere from 0 to maybe 20-30 a year), to things like drug abuse, riding without a helmet, improper seatbelt use and second-hand smoke, the reasons are pretty clear.

edit: Sorry, I didn't know you were serious about the swimming thing. But think of it this way: how realistic is it to tell some one to stop swimming? What about using a seatbelt? Is there any reason, whatsoever, not to use a seatbelt? Driving in the rain, yeah, it can be dangerous, but alot of times it's unavoidable. And you actually listed jogging? Nobody dies from jogging. In fact, if more people did it, maybe we wouldn't have to worry as much about the number one cause of death worldwide: heart disease. Fireworks don't kill people, idiots with fireworks do. The same goes for chainsaws. The rest of these sports are a nonfactor.
