Stem whole in rim needs to be widened HOW....?

Im using INTENSE MAG 30 downhill rims on my Free-ride bike... Im having big problems though... 4 to 6 flats in a row... Seems the inner-tube at the bottom of the stem is getting cut into... ITs an aluminum rim... I would like to widen the stem hole... . Do I need to take it to a machine shop.. or rent a drill myself..Im afraid of damaging it becouse its aluminum.. Does it matter that its aluminum, or can I drill into it like its iron....
How do I widen the hole.. I plan to sand it out, and put pieces of rim strip on the sides of the rim hole to protect the tube..
