My motorcycle won't start?

Um, I bought a 1982 Honda CB900F for 100 bucks, great deal I've already had people asking to buy it from me. Thing is I don't want to sell it, I want to ride it.
I've never owned or ridden a bike period, ever, so the bike is broken, and I have no idea how to fix it, and not enough money to get a shop to look at it.
Problems: it won't start, won't even turn over, (it did turn over once when I crossed the leads on the starter solenoid.)
The kickstarter won't turn at all, I've tried it with the kickstand up and the clutch depressed, won't, freakin, turn.
what should I do? A shop is really completely out of the question.
I have the shop manual, and what I'm asking is not in the shop manual.
(If I can get it running I'll take a motorcycle class, until then it'd be a waste of money.)

and how much would a diagnosis cost?

If the bike was sitting it might have rusted the piston to the cylinder, Try to poor alittle bit of oil in the spark plug holes ( 2 cycle oil would be best ) remember alittle bit of oil. The idea is that the oil will seep between the piston and cylinder some and loosen it up. Now after it sits for a few minutes with some oil in there try to kick it over.

Also you said it turned over with the electric start once, It might be that something is wrong with the kickstarter like the gear inside or the spring. Sometimes that will lock the kickstarter up and make it unable to move.

try to charge the battery and get a multi meter (used to test electronics) and put the leads from the multi meter on the last wires you see before the rearch the startor if it reads somewhere around 6v then the start might also be bad. If not its either the battery, solonoid, switch.

Sounds to me like the engine is seized (which explains why you got it for $100).
If so, you'll have to have it rebuilt at a shop.
Save up some money and have a shop do a diagnosis on it to find out precisely what is wrong and what it will take to fix it. It's money well spent at this point.

How long since it was running? rust may have got to the cyls or it may have locked up when it was being ridden .might ask the people you bought it from if they know

Your engine could be seized, to start with get someone to push you on it in 1st with the clutch in get up to speed and let the clutch out hopefully it will free it up. If not you will have to use the workshop manual and take the thing apart.

I believe it is too big a job for someone with a limited budget and no experiance.

you should try and pop start it like the guy above said, by pushing it and popping the clutch. also start with some fresh gas and new plugs. you could have a shop take a look for like $30US i'd guess

You said you are new to motorcycles. Do you know there is and engine kill switch on the handlebar near the starter switch?
Does it have a kickstand switch, or a clutch switch? Is it in Neutral?
