I'm looking for parts and a layout of a tandem Bicycle?

Home made tandems have been made. Some are serious attempts while others are more a joke (See links). I haven't found any specific plans, but based on having owned and ridden 2 tandems for about 15 years now I know what goes into one.

The biggest problem will be making a strong enough frame. For ideas on geometry and size look at Santana or Cannondale or Burley tandems. Most components could be taken from normal bike parts .. although mtb wheels might be best unless you are prepared to build up your own (e.g. Sun Rhyno rims, 48 spoke hubs). The fork will be hardest to find.

Just remember it's not unusual for a tandem, gear and riders to total 500 pounds and speeds can be higher than on a single bike ... particularly down hills ... so design accordingly!

Your question is a bit vague. A tandem has the same parts as a regular bicycle but 2 cranks, 2 sets of pedals, 2 handlebar/stems, 2 saddle/seatposts, and 2 chains... sometimes 3 chains depending on the bike. If you are looking for geometry, this varies with manufacturer.
